摘要
干部在政策执行中的行动逻辑,不仅直接关系动员干部的方向与方式,也关系到日后组织的整顿与纯洁。1949年山东解放区南下调动中干部的表现,为探究干部的行动逻辑提供了良好契机。南下调动中,干部呈现出“盼”与“怕”两种不同表现。对南下的响应,其背后既有革命理想与组织纪律的效力,也有婚姻、前途、面子等个人的利益考量与道义遵循。对经济利益的追求以及对家乡家庭的留恋,也导致了部分干部对南下的顾虑乃至拒绝。党性、利益与道义三者交织在一起,共同构成了干部行动逻辑的复杂面相;而何种因素占据上风,又与干部的工作历史、阶级出身等因素紧密相连,这是一场现代政党与乡村社会之间的较量。
The action logic of cadres in policy implementation is not only directly related to the direction and method of mobilizing cadres,but also to the rectification and purity of the organization in the future.The performance of cadres in the southward deployment of the Shandong liberated area in 1949 provided a good opportunity to explore the action logic of cadres,During the southward deployment,cadres showed two different performances:"hope"and"fear".The response to going south not only demonstrated revolutionary ideals and organizational discipline,but also reflected personal interests and moral principles such as marriage,future,and face.The pursuit of economic benefits and the attachment to hometown families had also led to concerns and even refusal of cadres to go south.Interest,morality,and party spirit were intertwined,forming a complex aspect of the logic of cadre action.Which factor gained the upper hand was closely related to the work history,class background,and other factors of cadres.This is a competition between modernpolitical parties and rural society.
