摘要
为促进农业面源污染治理,助力农业低碳发展,以“畜禽”“资源化利用”“粪污”“废弃物”等关键词,搜索2000年以来中国国家部委层面的畜禽粪污资源化利用政策文本,作为研究对象,运用内容分析法探究了资源化利用政策的演进历程和内在逻辑,并总结中国畜禽粪污资源化利用政策的演进趋势。结果表明:1)中国畜禽粪污资源化利用政策演进历程可以划分为初步探索阶段、迅速发展阶段和逐步完善阶段;2)畜禽养殖粪污资源化利用政策演进过程中,粪污处理和资源化利用技术面临不同挑战,且技术瓶颈不断变化。早期环境保护思潮和传统农业循环理念为政策初步探索提供了基础,可持续发展理论和循环经济理论为政策发展提供了支撑,生态农业建设需求以及资源与环境协同发展理论为政策进一步完善提供了依据;3)畜禽粪污资源化利用政策呈现出与智能化技术融合趋势日益明显,跨区域协同发展需求不断提升,对小规模养殖主体支持的力度越来越大等特点。因此,为完善畜禽粪污资源化利用政策体系,相关部门应进一步强化理论指导、推进政策不断完善,加强部门协作与监管、推动技术创新与融合,加大宣传教育力度,建立示范引领机制。
To promote the management of agricultural surface pollution and assist the low-carbon development of agriculture,this study retrieved the resource utilization policies of livestock and poultry manure at the national ministerial level in China since 2000 by taking‘livestock and poultry’‘resource utilization’‘manure’and‘waste’as keywords.Content analysis method is used to analyze the evolution process and internal logic of resource utilization policies,and the evolution trend of the resource utilization policies of livestock and poultry manure was summarized.The results show that:1)The evolution of the resource utilization policies of livestock and poultry manure can be divided into three stages,which are initial exploration stage,rapid development stage,and gradual improvement stage.2)During the evolution of the resource utilization policies of livestock and poultry manure,the technologies for manure treatment and resource utilization constantly face different challenges,and technological bottlenecks continuesly keep changing.Early environmental protection trends and traditional agricultural circular concepts provide a foundation for policy exploration,sustainable development theory,and circular economy theory provide support for policy development,and the demand for ecological agriculture construction and the theory of coordinated development of resources and environment provide basis for further policy improvement.3)The resource utilization policies of livestock and poultry manure are showing an increasingly obvious trend of integration with intelligent technology,the demand for cross-regional collaborative development is constantly increasing,and the support for small-scale breeding entities is becoming stronger.Based on this,to improve the policy system for the resource utilization of livestock and poultry wastewater,the relevant departments should strengthen theoretical guidance,promote continuous policy improvement,enhance departmental cooperation and supervision,promote technological innovation and integration,increase publicity and education efforts,and establish demonstration and leadership mechanism.
