公共政策潜在冲突的语义计算方法与智能预警策略研究

Research on Semantic Computing Methods and Intelligent Early Warning Strategies for Potential Public Policy Conflicts

摘要 [目的/意义]传统的政策冲突检测主要依赖人工分析,存在效率低下、覆盖范围有限等问题,难以应对海量政策和复杂关系的实际需求。[方法/过程]聚焦于政策潜在冲突的智能识别与预警,提出了一套基于全要素网络的政策冲突计算方案。[结果/结论]该方案包括三个核心模块:政策冲突语义特征建模、政策内容解析与深层语义关联分析、显性冲突检测与隐性冲突推理。文章通过初步试验验证了该方法的可行性,并提出两种政策冲突预警的实现策略:一是通过功能模块嵌入,实现公文流转全程的冲突预防与管理;二是通过独立平台建设,搭建省级及以上政策冲突监测与预警体系。政策潜在冲突计算应在公文流转全程中广泛推广应用,提供事前预防、事中化解、事后总结等服务,为我国政策体系的协同优化与智能治理提供有力支持。 [Purpose/significance]Traditional policy conflict detection methods,primarily reliant on manual analysis,suffer from limitations such as suboptimal efficiency and insufficient coverage,making it challenging to address the intricate relationships and sheer volume of policies.[Method/process]This paper introduces an intelligent approach for identifying and providing early warnings of potential policy conflicts by proposing a full-element network-based calculation scheme.[Result/conclusion]This scheme comprises three core modules:semantic feature modeling of policy conflicts,policy content parsing and deep semantic asso‐ciation analysis,and both explicit conflict detection and implicit conflict reasoning.The method’s feasibility is corroborated through preliminary experimental results,and the paper suggests two strategic implementations for early warning of policy conflicts:the first involves embedding functional modules to facilitate conflict prevention and management throughout the document circulation process,while the second entails the creation of a provincial-level policy conflict monitoring and early warning system via independent platform development.The calculation of potential policy conflicts should be widely promoted and applied throughout the entire process of offi‐cial document circulation,providing services such as pre-event prevention,mid-event resolution,and post-event summary,and of‐fering strong support for the coordinated optimization and intelligent governance of China’spolicy system.
