摘要
恐怖融资作为恐怖分子和恐怖组织生存并支持其实施恐怖活动的资金来源,助长恐怖主义的发展。目前,数据化情报导侦应用在反恐怖融资领域的重要性日益凸显,其以大数据思维和情报导侦理念为引领,以大数据智能化建设与应用为基础。基于此,分析恐怖融资犯罪的运作模式和当前经侦部门打击恐怖融资犯罪遇到的困难,立足于数据化情报导侦视角,分析数据化情报导侦应用于反恐怖融资工作的必要性,提出强化与金融机构协作、建设分析系统、完善监管机制、深化国际合作等打击对策。
Terrorist financing,as a source of funds for the survival of terrorists and terrorist organizations and the implementation of their terrorist activities,contributes to the development of terrorism.The application of digital intelligence-led investigation is increasingly important in the field of anti-terrorism financing.It is guided by the thinking of big data and the concept of intelligence-led investigation,and based on the construction and application of big data and intelligence-driven approach.On such basis,this paper analyzes the operation mode of terrorist financing crime and the difficulties encountered by the economic investigation department in combating terrorist financing crime,explores the necessity of applying digital intelligence-led investigation on anti-terrorist financing,and proposes such countermeasures as strengthening the cooperation with financial institutions,building the analysis system,improving the supervision mechanism and deepening the international cooperation.
