摘要
随着我国经济社会新质生产力的发展和执法办案整体效能的提升,有关部门也要思考如何将提升公安机关新质战斗力的要求与优化执法办案管理中心建设相结合。当前,还有少数执法办案管理中心存在新警务理念引领作用不强、警务模式的实战效能不足、技术装备的应用性较弱以及管理体系不够健全等问题。要将公安机关新质战斗力的构成要素与执法办案管理中心建设相结合,以新警务理念为引领,建立完善“专业+机制+大数据”新型警务运行模式,大力推进新技术装备建设应用,注重健全新管理体系,使我国的执法规范化建设提质增效。
As China’s new quality productive forces in economy continue to develop and the overall efficiency of law enforcement and case handling improves,the public security sector in China must also consider how to integrate the requirements for enhancing public security organs’new quality combat effectiveness with the optimization of the construction of law enforcement and case handling management centers.Currently,the construction of some law enforcement and case management centers is challenged by issues such as the weak leading role of the new policing concept,inadequate practical effectiveness of the policing model,insufficient application of technical equipment and the unsound management system.In order to integrate the constituents of public security organs’new quality combat effectiveness with the construction of law enforcement case management centers,this paper proposes establishing a new policing operational model“professionalism+mechanisms+big data”under the guidance of the new policing concept,vigorously promoting the construction and application of new technological equipment,and focusing on strengthening the new management system,thereby enhancing the quality and efficiency of standardized law enforcement construction in China.
