摘要
智能技术的快速发展给教育场域带来的深远影响正在逐步显现,也必然深刻影响并参与教育治理现代化的进程。在教育治理现代化的背景下,智能技术赋能政府、企业、学校、教师、学生等主体,提升教育服务供给能力、教育资源的共享性和公平性、教育治理的积极性和针对性,但也在智能技术融合、智能技术扩散与应用、人才素养、数据安全等方面对教育治理提出新的挑战。面向智能技术的快速发展,推动教育治理现代化亟须从个体、组织、制度三个层面提出可行路径。在个体层面,要以智能技术融合应用为抓手,培育教育治理智能化人才,全面提升教育治理团队的专业化水平;在组织层面,要基于供给侧治理视角,加快智能技术基础设施建设,推动智能技术扩散与应用,有效提升教育治理水平和治理效率;在制度层面,要统筹效率与安全,注重教育治理制度建设,建立协同治理、伦理规制、风险监控等制度体系,有效防控智能技术赋能带来的新问题、新挑战,以真正实现将制度优势转化为治理效能。
The rapid development of intelligent technologies is gradually revealing its profound impact on the educational field and it is bound to deeply influence and participate in the process of modernizing educational governance.Against the backdrop of modernization of educational governance,intelligent technologies empower various entities such as the government,enterprises,schools,teachers,and students,enhancing the capacity for educational service supply,the sharing and fairness of educational resourc⁃es,and the proactiveness and pertinence of educational governance.However,they also pose new challenges in aspects such as tech⁃nology integration,technology diffusion and application,talent quality,and data security for educational governance.In response to the rapid development of intelligent technologies,promoting the modernization of educational governance urgently requires feasible paths from the individual,organizational,and institutional levels.At the individual level,it is necessary to take the integrated appli⁃cation of technologies as the starting point,cultivate intelligent talents for educational governance,and comprehensively enhance the professional level of the governance team.At the organizational level,based on the perspective of supply-side governance,it is nec⁃essary to accelerate the construction of intelligent technology infrastructure,promote technology diffusion and application,and effec⁃tively enhance the level and efficiency of educational governance.At the institutional level,it is necessary to balance efficiency and security,focus on the construction of educational governance systems,and establish systems such as collaborative governance,ethi⁃cal regulations,and risk monitoring to effectively prevent and control new problems and challenges brought about by the empower⁃ment of intelligent technologies,so as to truly transform institutional advantages into governance effectiveness.
