摘要
能源行业作为经济发展的关键支柱,其持续性创新对于保障能源安全、推动能源转型以及实现双碳目标至关重要。为探究数字政府建设如何推动能源领域变革,利用2017—2023年中国深沪A股能源行业上市公司数据,实证检验了数字政府建设如何影响能源企业持续性创新能力。进一步研究了数字政府建设影响能源企业持续性创新的作用机制以及在不同的互联网发展水平区域和企业不同的数字化转型程度下影响效应的差异。结果表明:数字政府建设正向促进能源企业持续性创新能力提升,经过一系列内生性与稳健性检验后该结论依然成立;数字政府建设通过对外部环境的监督效应、对能源企业融资的激励效应和内部治理的提升效应3条路径实现对能源企业持续性创新能力的促进作用;处在互联网发展水平较高区域、本身数字化转型程度较高的企业,数字政府建设对能源企业持续性创新能力的促进作用更显著,在此基础上提出相关提升能源企业持续性创新水平的政策建议。研究结果厘清了数字政府建设对能源企业持续性创新的作用机制,补充了企业持续性创新的数字化前因,对能源企业早日实现高质量发展具有一定的参考意义。
The energy industry is a key pillar of economic development.Its sustainable innovation is crucial for ensuring energy security,promoting energy transformation and achieving the carbon peaking and carbon neutrality goals.To explore how digital government construction promotes the reforms in the energy field,we used the data of listed companies in China’s Shanghai and Shenzhen A-share energy industry from 2017 to 2023 to empirically test how digital government construction affected the sustainable innovation capabilities of energy enterprises.We further studied the mechanism of how digital government construction influenced the sustainable innovation of energy enterprises and the differences in the influence effects under different regions with different levels of Internet development and different degrees of digital transformation of enterprises.We found that digital government construction positively promoted the enhancement of the sustainable innovation capabilities of energy enterprises.This conclusion still held after a series of endogeneity and robustness tests.The mechanism test showed that digital government construction promoted the sustainable innovation capabilities of energy enterprises through three paths:the supervision effect on the external environment,the incentive effect on the financing of energy enterprises and the promotion effect on internal governance.The heterogeneity analysis showed that for enterprises in regions with a higher level of Internet development and those with a higher degree of digital transformation themselves,the promoting effect of digital government construction on the sustainable innovation capabilities of energy enterprises was more significant.Based on the above,we put forward relevant policy suggestions for improving the sustainable innovation level of energy enterprises.
