摘要
以咸阳市为案例城市,依据PM_(2.5)区域性污染特征、固定源日排放量规律,在空气污染主要问题和固定源减排主要潜力相结合的视角下,构建区域性固定源日排放量减排交易政策。通过时间配额系数、空间配额系数、污染物间配额系数引导固定源企业,在污染最为严重时间段、聚集污染最为严重的空间,减排的污染物优先减排,以最小的社会成本实现最大的社会效益。
A regional fixed source daily emission reduction trading policy based on the regional pollution characteristics of PM2s and the daily emission rule of fixed sources was constructed,combining the main problems of air pollution with the main emission reduction potential of fixed sources,with a case city of Xianyang.Through the time quota coefficient,space quota coefficient,and inter-pollutant quota coefficient,fixed-source enterprises were guided to prioritize emission reduction of priority pollutants in the most polluted period and the space with the most serious pollution,and achieve the maximum social benefits with the minimum social cost.
