摘要
受持续的低生育率和城镇化进程加快推进的影响,我国人口总量和结构在不断变化,这给学前教育发展带来了新的挑战。在人口变动背景下,幼儿园发展面临学位供给出现空余、供需结构失衡、区域发展不平衡的问题。造成这些问题的原因是多方面的,其中,持续的低生育率和少子化的冲击、学前教育资源配置与人口变动不相适应、学前教育资源分配存在结构性失衡是重要原因。面对人口规模和结构变化的新形势,应把握人口发展规律,科学研判幼儿园学位需求;结合人口变化形势,统筹优化学前教育资源配置;顺应人口流动趋势,合理调整城乡幼儿园布局。
Persistently low fertility rates and accelerated urbanization are transforming the demographic profile of China,creating new challenges for preschool education.Against the backdrop of these demographic shifts,kindergartens face three major issues:surplus enrollment quotas,structural supply-demand imbalances,and regional disparities.Multiple factors contribute to these problems,including sustained low fertility,incom-patible allocation of preschool education resources relative to population changes,and structural imbalances in the resource distribution.To address these challenges,it is necessary to understand the demographic pat-terns and scientifically assess the preschool enrollment demands;optimize the allocation of preschool educa-tion resources in response to population changes;and adjust the distribution of kindergartens across urban and rural areas according to population mobility patterns.
