摘要
志愿服务是风险社会治理的重要力量之一。文章基于中国志愿服务网数据、易善数据及2022年和2023年中国志愿服务指数调查问卷数据展开分析,发现近年来参与风险社会治理的志愿服务组织呈现以下特征:数量先增长再回落,规模较小、分布于基层;经费来源多元化,运作主要依靠志愿精神驱动;服务内容广泛且针对性强,高频次志愿服务彰显公益价值。与此同时,志愿服务组织仍面临专业能力和保障能力不足、参与风险社会治理志愿服务渠道不畅通、参与风险社会治理志愿服务的外部支持不足等问题。为此,需完善志愿服务组织内部管理及志愿者保障体系,推动政府与多元社会主体共同发力来强化行业支持力度,并依托信息化平台构建多元主体合作机制,推动志愿服务组织深度参与风险社会治理。
Volunteer service is one of the important forces in risk society govemance.Based on the data from China Volunteer Service Network(CVSN),ESUN Data,and the questionnaire data from the 2022 and 2023 China Volunteer Service Index Survey,the paper finds that in recent years,the volunteer service organizations involved in risk society govemance present the following characteristics:the number of organizations first increases and then decreases,with small-scale ones distributed at the grassroots level;funding comes from diverse sources,and operations are primarily driven by a spirit of volunteerism;services are wide-ranging and highly targeted,achieving public welfare valuce through high-frequency volunteer activities.Meanwhile,the relevant volunteer organizations still face challenges such as insufficient professional capacity and support mechanisms,limited access to volunteer service channels for participating in risk society govermance,and a lack of external support for such participation.To address these problems,it is imperative to improve the internal management of volunteer service organizations and the security system for volunteers,facilitate the joint efforts of the government and diverse social actors to strengthen industry support,and establish a multi-stakeholder cooperation mechanism based on digital platforms,in order to promote the deep involvement of volunteer service organizations in risk society govermance.
