摘要
历史文化名城制度自1982年建立以来已初步形成体系,对保护城乡特色风貌、提高历史文化保护意识具有积极作用。随着城镇化进程加速,历史文化名城面临着保护与发展的矛盾。文章通过梳理中国历史文化名城保护制度发展背景与历程,从概念、体系、方法等方面总结了名城保护的制度特征及名城保护的实践经验,在此基础上,从保护理念、管理机制、资金保障、公众参与等方面剖析名城制度面临的问题并提出相关建议,为进一步完善名城保护机制、丰富名城保护管理手段提供优化路径。
The protection system for the famous historical and cultural cities has preliminary formed a system since its establishment in 1982,and has played a positive role in preserving the unique features and styles of both urban and rural areas and improving the awareness of protection for the history and culture.However,with the acceleration of urbanization,the famous historical and cultural cities still face the contradiction between preservation and development.This paper reviews the development background and history of the protection system for these cities,and summarizes the institutional characteristics and practical experiences of historical and cultural city protection in China.Based on this,it analyzes the issues faced by the famous city protection system in terms of conservation philosophy,management mechanisms,funding guarantees,and public participation,etc.,and proposes the relevant suggestions.It aims to provide an optimized path for further improving the protection mechanism of famous cities and enhancing the protection management measures of these cities.
