科学城创新生态系统理论模型及其演化过程

摘要 为助力我国科学城丰富创新要素,提升生态系统群落的多样性,从而演化为成熟的创新生态系统,本文以运用案例研究方法,首先阐述了科学城的内涵、特征和现状布局,其次基于区域创新生态系统理论,提出科学城创新生态系统的理论模型,并对其演化过程进行了深入分析。研究发现,科学城创新生态系统通过以大科学装置为核心的创新主体主导,人才、资金、技术、数据、服务等创新要素赋能,制度、城市和生态环境支撑,借助大科学装置研究平台的集群效应、人才集聚的洼地效应、资源汇聚的马太效应、科技创新的溢出效应,形成“基础研究—技术原创—新兴产业”的完整创新链,支撑区域创新体系建设。科学城创新生态系统的演化过程分为萌芽生长、集聚成长、融合交互和成熟共生4个阶段。基于研究结果,提出从优化创新治理体系、加强创新要素协同、推动创新文化培育3个维度提出完善科学城创新生态系统的具体建议,以期为中国区域创新体系建设提供理论支撑和决策参考。 To help enrich the innovative elements in China's science cities and enhance the diversity of the ecosystem community,thereby evolving into a mature innovative ecosystem,by using the case study method,this paper first elaborates on the connotation,characteristics,and current layout of science cities,then,based on the theory of regional innovation ecosystems,proposes a theoretical model of the science city innovation ecosystem and conducts an indepth study of its evolutionary process.The findings reveal that the science city innovation ecosystem is dominated by innovation entities centered on large-scale scientific facilities,empowered by innovation elements such as talent,capital,technology,data,and services,and supported by institutions,urban infrastructure,and ecological environments.Through the cluster effect of large-scale scientific research platforms,the basin effect of talent aggregation,the Matthew effect of resource convergence,and the spillover effect of scientific and technological innovation,a complete innovation chain from basic research-technological originality-emerging industries is formed,supporting the construction of regional innovation systems.The evolutionary process of the science city innovation ecosystem is divided into four stages:budding growth,agglomeration and expansion,integration and interaction,and mature symbiosis.Finally,the paper proposes specific recommendations for improving the science city innovation ecosystem in three dimensions:optimizing the innovation governance system,enhancing the synergy of innovation elements,and promoting the cultivation of an innovation culture,to provide a theoretical basis and decision-making reference for the construction of regional innovation systems in China.
