摘要
科研立项评价是科技资源优化配置的关键前置环节。当前的科研立项评价多依赖定性分析方法,这一模式虽能借助专家经验洞察项目潜在价值,但不可避免地存在人为主观性干扰、评价标准模糊化等问题,易导致资源错配与低效投入。鉴于此,为促进提升科研投入产出效益、推动科技与经济深度融合,研究构建基于定量分析的科研立项评价模型。基于专利数据的统计分析,综合考虑技术和市场两个维度,融入技术生命周期、技术创新性和市场竞争力评价等影响因素指标,设计了指标体系,以期为全面、客观、定量地开展科研立项评价工作起到参考作用。最后以某科技工程有限公司“远程控制和集群控制中提高信号控制稳定性”的立项为例,进行了实例分析,充分验证了基于专利数据的科研立项评价模型在立项场景下的科学性与适用性,为同类立项提供可复制的决策支持范式。
Project evaluation is the key pre-condition for optimizing the allocation of scientific and technological resources.Currently,the evaluation of research project approval mainly relies on qualitative analysis methods.Although this approach can leverage expert experience to identify the potential value of projects,but it inevitably suffers from subjective human interference and ambiguous evaluation criteria,which may lead to resource misallocation and inefficient investment.In view of this,in order to promote the improvement of scientific research input-output benefits and promote the deep integration of science and technology with economy,this paper studies and constructs a quantitative analysis-based evaluation model for scientific research projects approval.Based on the statistical analysis of patent data,comprehensively considering both technical and market dimensions and integrating influencing factor indicators such as the technology life cycle,technological innovation,and market competitiveness,a indicator system has been designed to provide a reference for conducting comprehensive,objective,and quantitative evaluations of research project approval.Finally,taking the"project approval of Improving Signal Control Stability in Remote Control and Cluster Control"of a certain technology engineering co.,ltd.as an example,an instance analysis is conducted,which is fully verifying the scientificity and applicability of the research project approval evaluation model based on patent data in the project approval scenario,and providing a replicable decision support paradigm for other similar project approval.
