摘要
以科技自主创新引领新质生产力发展,对于我国构建科技竞争优势至关重要。基于美国对华滥施非法单边科技制裁的演进历程与中美科技竞争的发展态势,通过构建关键数字技术向数字新质生产力转化的“挑战-困境-逻辑-路径”分析框架,揭示我国关键数字技术创新面临的全球化进程逆转、美国出台各种遏制打压行径等严峻外部环境,以及关键数字技术部分领域仍存短板、与科技创新协同的耐心资本缺乏、超大规模市场优势仍未充分发挥等导致的转化困境,从企业、产业、算力三方面探讨关键数字技术向数字新质生产力转化的逻辑,据此探索锻造与培育数字新质生产力的路径,为关键数字技术赋能新质生产力发展提供可行方案,为丰富新质生产力理论研究提供参考,为应对美国的遏制打压,提升自身科技竞争力与加强在国际科技竞争中的话语权和主导权提供启示。
It is very important for China to build scientific and technological competitive advantage to lead the development of new quality productive forces with independent innovation of science and technology.Based on the evolution of the US's malicious technology sanctions against China and the development trend of Sino-US science and technology competition,this paper constructs the"dilemma-logical-path"analysis framework of the transformation of key digital technologies into digital new quality productivity forces,reveals the severe external environment faced by China's key digital technology innovation,such as the reversal of globalization process and the US taking various measures to suppress and contain China,as well as the transformation difficulties caused by the shortcomings in some fields of key digital technologies,the lack of patient capital in coordination with scientific and technological innovation,and the underplay of the advantages of super-large scale markets,this paper discusses the logic of the transformation of key digital technologies to digital new quality productivity forces from three aspects of enterprises,industries and computing power,and explores the path of forging and cultivating digital new quality productivity forces.Based on this,it provides a feasible scheme for the development of new quality productivity forces empowered by key digital technologies,provides a reference for enriching the theoretical studies of new quality productivity forces,and provides inspiration for China coping with the suppression and containment from the United States,enhancing its own scientific and technological competitiveness,and strengthening the discourse and dominance in the international scientific and technological competition.
