摘要
我国城乡居民大病保险在承办机制、筹资机制、补偿机制和监督机制等方面仍存在诸多突出问题。探索我国城乡居民大病保险运行机制的优化路径,我们应在处理好政府和市场主体协同治理关系的基础上,通过“放权扩利”,提高商业保险机构的积极性和承办效率;通过“开源节流”,确保大病基金的独立可持续运行;通过打通诸多政策“堵点”,修补其补偿机制方面的设计瑕疵;通过构建全方位监督评价机制,为城乡居民大病保险的健康可持续运行提供坚强保障。
There are still many prominent problems in the underwriting mechanism,financing mechanism,compensation mechanism,and supervision mechanism of China's urban and rural residents'critical illness insurance.Exploring the optimization path of the operation mechanism of critical illness insurance for urban and rural residents in China,we should,on the basis of handling the collaborative governance relationship between the government and market entities,improve the enthusiasm and efficiency of commercial insurance institutions through"delegating power and expanding benefits";Ensure the independent and sustainable operation of the major illness fund through"opening up sources and reducing costs";By breaking through many policy bottlenecks and repairing design flaws in its compensation mechanism;By establishing a comprehensive supervision and evaluation mechanism,we provide strong guarantees for the healthy and sustainable operation of critical illness insurance for urban and rural residents.
