摘要
继中国共产党第二十次全国代表大会突出创新在现代化建设全局中的核心地位后,中国共产党第二十届中央委员会第三次全体会议作出了“构建支持全面创新体制机制”的重大部署。虽然有学者研究了创新治理的深层次问题,但是系统全面研究创新治理深层次问题的并不多。有鉴于此,本研究首先从创新投入、金融支持、创新能力等6个方面,分析了科技创新治理中存在的问题,然后揭示了产生这些问题的根源,最后提出了相应的对策建议,以便更加深入地贯彻落实二十届三中全会精神,推动我国科技创新治理向纵深发展。
Following the emphasis on innovation as the core of modernization at the 2oth National Congress of the Communist Party of China,the Third Plenary Session of the 20th Central Committee of the Communist Party of China made a major strategic decision to"establish institutions and mechanisms to bolster comprehensive innovation."Although some scholars have explored deep-seated issues in innovation governance,systematic and comprehensive research on these challenges remains limited.Considering this,this study first examines the problems in the governance of scientific and technological innovation across six dimensions:innovation investment,financial support,and innovation capacity,among others.It then identifies the root causes of these issues and proposes corresponding countermeasures.Through this research,the study aims to facilitate a deeper implementation of the spirit of the Third Plenary Session of the 20th Central Committee and promote the advancement of innovation governance in China.
