摘要
创业活跃度是推动经济发展的关键。在加快发展贸易新业态背景下,跨境电商综合试验区在激发创业活跃度方面发挥着重要作用。基于2000—2021年中国2043个区县的面板数据,采用多时点双重差分法,系统研究跨境电商综合试验区对创业活跃度的作用。研究结果表明:跨境电商综合试验区对创业活跃度产生了显著的促进作用,平行趋势检验、倾向得分匹配、安慰剂检验及一系列稳健性处理均证实了该效应的存在;就内在机制而言,跨境电商综合试验区可以通过促进金融服务的深化与创新、加速人口资源的集聚以及强化出口贸易的竞争力共同推动创业活跃度提高;异质性分析表明,政策更倾向于促进服务业、消费相关行业的创业发展,而在资本密集型、资源依赖型及监管严格的行业,政策的作用相对有限。此外,无国际机场城市、距离海港较近区县、一般城市和东部地区政策的作用效果更为明显。研究结论为理解和提升创业活力提供了重要政策启示。
Entrepreneurial Activity(EA)is pivotal in driving economic development.Against the backdrop of accelerating new forms of trade,Cross-Border E-Commerce Comprehensive Pilot Zones(CBEC)plays a significant role in stimulating EA.Based on the panel data from 2043 Chinese counties between 2000 and 2021,the study employs a multi-period difference-in-differences model to systematically examine the impact of CBEC on EA.The findings reveal that the pilot zones has significantly promoted EA,and the parallel trend test,propensity score matching,placebo test and a series of robustness treatments all confirm the existence of this effect.In terms of intrinsic mechanism,CBEC can enhance EA by facilitating the deepening and innovation of financial services,accelerating the agglomeration of population resources,and strengthening the competitiveness of export trade.Heterogeneity analysis reveals that the policy tends to promote entrepreneurship more in service and consumer-related industries,while its effect is relatively limited in capital-intensive,resource-dependent,and highly regulated industries.Additionally,the impact is more pronounced in cities without international airports,counties closer to seaports,ordinary cities,and eastern regions.The findings provide important policy insights for understanding and improving entrepreneurial activity.
