摘要
随着城市轨道交通系统的快速发展,特种设备维保安全管理的重要性日益凸显。基于风险管理理论,提出了“4P1C”管理框架,构建了涵盖计划、预防、程序、绩效和持续改进的闭环管理模式。设计了“三纵三横”矩阵式组织结构和“三位一体”制度体系,并融合物联网、大数据等智能化技术,建立了预测性维护平台。经过12个月的实证研究,该管理模式使设备平均无故障时间提升31.7%,计划性维修比例提升至88.5%,年度维保总成本降低23.4%,可有效提升特种设备的运行可靠性和维保效率,对推进城市轨道交通安全管理现代化具有重要意义。
With the rapid development of urban rail transit systems,the importance of special equipment maintenance and safety management is increasingly prominent.Based on risk management theory,this study proposes the〝4P1C〞management framework and constructs a closed-loop management model that covers planning,prevention,procedures,performance,and continuous improvement.Designed a〝three vertical and three horizontal〞matrix organizational structure and a〝three in one〞institutional system,and integrated intelligent technologies such as the Internet of Things and big data to establish a predictive maintenance platform.Through 12 months of empirical research,it has been shown that this management model increases the average time between failures of equipment by 31.7%,increases the proportion of planned maintenance to 88.5%,and reduces the total annual maintenance cost by 23.4%.It can effectively improve the operational reliability and maintenance efficiency of special equipment,and is of great significance for promoting the modernization of urban rail transit safety management.
