摘要
选取蜀道集团、西南电力设计院为个案,采用描述性、多案例研究方法,全面揭示企业档案工作市场化拓展现象。发现:集团内部档案管理服务需求的刺激、档案部门具备了向外拓展市场的必要条件是企业推进档案工作市场化的主要原因,而内部管理提升与外部开源增效是推进的目标;围绕独立法人主体或非独立法人主体形成的档案工作机构是企业档案工作市场化的主要组织形式,但各主体运行机制还较为细碎,运行保障也在不断摸索中;市场饱和、人才不足、业务阻碍是当前面临的主要挑战,各主体正采取开拓市场、培养人才、发展新业务等方式加以应对。建议:因地制宜设计组织架构、内外结合确保前置条件、了解需求构建业务体系、重视反馈完善配套措施。
Selecting the Shudao Group and the Southwest Electric Power Design Institute as individual cases,this article adopts a descriptive and multi-case study method to comprehensively reveal the phenomenon of the market-oriented expansion of enterprise archival work.The study found that the main reasons for promoting the market-oriented expansion of enterprise archival work are the stimulation of internal archives management service demand within the group and the archive department's necessary conditions for expanding into the external market.Internal management improvement and external sourcing for increased efficiency are the objectives of promoting the market-oriented expansion of enterprise archival work.The formation of archives institutions around independent legal entities or nonindependent legal entities is the main organizational form of the market-oriented expansion of enterprise archival work,but the operational mechanisms of various entities are still relatively fragmented,and operational guarantees are also being continuously explored.Market saturation,lack of talent,and business obstacles are the main challenges facing the current market-oriented expansion of enterprise archival work,and various entities are taking measures such as expanding the market,cultivating talents,and developing new businesses to address them.Finally,the article proposes the following suggestions for the market-oriented expansion of enterprise archival work:design organizational structures according to local conditions,combine internal and external factors to ensure prerequisites,understand the demand to build a business system,and emphasize feedback to improve supporting measures.
