摘要
医用耗材的有效管控是医院高质量发展的内在要求和医疗领域廉政建设的必要举措,对减轻患者医疗费用负担、加强成本控制及推进精细化管理具有重要意义。研究以E医院为案例,基于多职能部门协同管控视角,结合其医用耗材管理历史与全流程实践,系统分析了2023年管控举措,提出构建“以责任明晰与压力传导为基础、全流程环节管控为核心、内部监督与廉政建设为保障”的三维管控体系。在该体系下,E医院耗材收入占比(耗占比)显著降低,管控成效凸显。研究进一步探讨了当前管控模式仍需优化的关键环节,建议未来重点从强化信息化管理与动态监督、健全评价奖惩机制两方面持续改进。
Effective control of medical consumables is the inherent requirement of high-quality development of hospitals and the need of clean government construction in the medical field,which is of great significance to reduce the burden of patients’medical expenses,strengthen cost control and fine management.Taking E Hospital as an example,from the perspective of the collaborative control of medical consumables by multi-functional departments of the hospital,the study discusses and analyzes the hospital’s medical consumables control measures implemented in 2023,based on the previous medical consumables control situation and the whole management process of the hospital.This article puts forward a medical consumables control system based on clear responsibility and pressure transmission,with each link of the whole process management of medical consumables as a breakthrough point,and with internal supervision and clean government construction as a supplement.Under this control system,the proportion of medical consumables income in the hospital has decreased significantly,and the control work of medical consumables has achieved results.The research discusses the links that need to be improved in the control of medical consumables.In the future,it can continue to improve on strengthening information management and supervision and establishing evaluation reward and punishment system.
