摘要
推进中国式现代化,边疆地区一个都不能少。陆地边疆地区是中国式现代化的重要组成部分,其人口的现代化转型和高质量发展对推进中国式现代化发挥着独特作用。在中国式现代化建设进程中,陆地边疆地区人口转变快速完成、人口结构现代化发展、人口素质提高、人口就业产业结构更加优化、对外籍人口的吸引力增强,人口高质量发展取得巨大成就。与此同时,陆地边疆地区人口发展仍面临着人口负增长、人口性别比失衡、人口老龄化、人口分布结构欠合理等挑战。持续推进陆地边疆地区人口高质量发展,应进一步强化区域协调发展战略,推动经济社会高质量发展;转变边疆人口治理理念,促进人口结构均衡性发展;促进各民族全方位嵌入,铸牢中华民族共同体意识;防范化解人口安全风险,维护边疆稳定和国家安全。
To advance the Chinese path to modernization,not a single border area should be left behind.The land border areas are an important part of the Chinese path to modernization.The transformation to a modernized population and high-quality population development in these regions play a unique role in advancing Chinese modernization.In the process of advancing the Chinese path to modernization,the land border areas have rapidly completed the population transition,witnessed the modernization of the population structure,improvement in population quality,a more optimized industrial structure for population employment,and enhanced attractiveness to population inflow.Tremendous achievements have been made in high-quality population development.At the same time,the population development in the land border areas faces challenges such as negative population growth,an unbalanced sex ratio,population aging,and irrational population distribution.To continue promoting high-quality population development in the land border areas,we should:first,further strengthen the strategy of regional coordinated development and promote high-quality economic and social development;second,transform the concept of border population governance and promote the balanced development of population structure;third,promote the all-round integration of all ethnic groups and foster a strong sense of community for the Chinese nation;finally,prevent and address population security risks,and maintain border stability and national security.
