摘要
乡村治理数字化转型既是数字乡村建设的基本面向,也是乡村治理转型的发展方向。本研究基于赋能理论,提出“结构调适—过程优化—行动赋能”的分析框架,对浙江省金华市L村“智慧村社”数字治理平台案例进行剖析,从组织、制度与机制层面阐明乡村治理数字化转型的变革逻辑,强化对数字治理问题的整体性回应。通过构建乡村治理数字化转型新的解释框架,研究发现:从结构调适维度看,以技术嵌入推动乡村治理数字化由异质到标准、碎片到整体、内卷到内生转向,实现从“粗糙应对”到“精细运作”的转变;从过程优化维度看,以技术支撑再造多元互动格局,以赋权增能形塑服务治理流程,以体系创设推动价值与技术的理性统一,实现从“条块分割”到“协同联动”的转变;从行动赋能维度看,通过架设端口空间营造科学场景、融合数据集成拓展应用空间、迈向简约治理来彰显数字效用,实现从“模式僵化”到“简约高效”的转变。未来乡村建设应当坚持技术治理与工具治理的深度融合,探索新型乡村智治模式,实现乡村数字治理绩效的一体提升。
The digital transformation of rural governance is both a fundamental aspect of digital village construction and a developmental direction for rural governance reform.Grounded in empowerment theory,this study proposes an analytical framework of"structural adaptation-process optimization-action empowerment"to examine the case of the"Smart Village"digital governance platform in village L,Jinhua,Zhejiang Province.It clarifies the transformative logic of rural governance digitalization at organizational,institutional,and operational levels,strengthening holistic responses to digital governance challenges.By constructing a new interpretive framework,the research reveals:in terms of structural adaptation,technology embedding drives rural governance digitalization from heterogeneity to standardization,from fragmentation to integration,and from involution to endogenous development,achieving a shift from"rough responses"to"refined operations";in terms of process optimization,technological support reshapes multi-stakeholder interaction patterns,empowerment enhances service governance workflows,and systemic innovation aligns values with technological rationality,realizing a transformation from"tiao-kuai division"to collaborative synergy in terms of action empowerment,scientific scenarios are created through interface design,data integration expands application spaces,and minimalist governance highlights digital efficacy,transitioning from rigid models to simplified efficiency.Future rural development should deepen the integration of technological and instrumental governance,explore new models of intelligent rural governance,and holistically improve the performance of rural digital governance.
