摘要
科技文献作为重要的数据资源,发挥其乘数效应对科技创新、经济社会发展具有重要的推动作用。本文系统梳理了数据要素的相关研究,归纳了数据要素的价值创造及市场化的路径,分析了以科技文献为基础的数据共享模式以及科技文献数据复用的价值挖掘流程,并总结出科技文献数据应用创新的主要内容。在此基础上,从价值链组成主体的角度提出科技文献乘数效应的实现路径。最后,针对可能存在的风险,提出相应的防范措施。
As an important data resource,the multiplier effect of scientific literature plays an important role in promoting scientific innovation and economic and social development.This paper systematically reviews the relevant research on data elements,summarizes the value creation and marketization path of data elements,combs the data sharing mode based on scientific literature and the value mining process of scientific literature data reuse,and summarizes the main content of scientific literature data application innovation.On this basis,the realization path of the multiplier effect of scientific literature is proposed from the perspective of the main body of the value chain.Finally,in view of the possible risks,the corresponding preventive measures are put forward.
