摘要
当前逆全球化正对全球产业链供应链造成巨大冲击,维护产业链供应链安全已成为各国经济发展的重中之重。培育产业链链主,构建全球价值链治理结构,对于产业链供应链安全具有积极推进作用,也是中国在世界经济格局中赢得主动权的重要保证。基于行业投入产出系数构建产业链链主指标,从地区-行业维度实证检验政府补贴对产业链链主培育的具体效果和作用机制。研究发现,政府补贴对产业链链主培育具有积极影响,并且该结论在经过一系列稳健性检验后仍然可靠;作用机制分析表明,政府补贴的效应发挥有赖于创新激励和融资约束缓解两条渠道;异质性检验结果显示,政府补贴的链主培育效应存在明显的异质性,在研发投入强度高、金融发展水平高、战略性新兴行业的分组中更突出,政府补贴对下游产业链链主的培育效应更明显;拓展分析发现,政府补贴有助于通过培育产业链链主拉动全要素生产率提升,进一步赋能实体经济高质量发展。因此,政府部门应建立健全补贴政策体系,精准靶向配置补贴资源,确保补贴资金的稳定供应与合理分配,使更多有潜力的企业获得政府支持,持续推进链主引导型产业生态构建;发展多元化的融资渠道和融资支持体系,引导社会资本投向具有发展前景的制造业企业,加快链主培育;充分发挥产业链链主的引领带头作用,鼓励链主企业将先进技术和管理经验向上下游企业推广,带动全产业链创新能力和管理水平提升,优化发展环境,为产业链供应链安全治理、推动产业链高质量发展夯实基础。
Current deglobalization is causing significant shocks to global industrial and supply chains,making the security of these chains a top priority for national economic development.Cultivating industrial chain leaders and constructing a global value chain governance structure play a proactive role in safeguarding industrial and supply chain security and are crucial for China to gain the initiative in the global economic landscape.The authors construct indicators for industrial chain leaders based on industry input-output coefficients and empirically examines the specific effects and mechanisms of government subsidies on cultivating such leaders from a regional-industry dimension.It is found that government subsidies have a positive impact on cultivating industrial chain leaders,with this conclusion remaining robust after a series of robustness tests;mechanism analysis shows that the effectiveness of subsidy policies relies on two channels,namely innovation incentives and the alleviation of financing constraints;heterogeneity tests indicate significant heterogeneous biases in the cultivation effects of government subsidies,which are more pronounced in subgroups with high R&D intensity,high financial development levels,and strategic emerging industries,and the cultivation effects are more evident for leaders in downstream industrial chains;and extended analysis reveals that government subsidies help boost total factor productivity(TFP)by cultivating industrial chain leaders,further energizing the high-quality development of the real economy.To this end,government departments should,first,establish and improve subsidy policy systems,precisely target the allocation of subsidy resources,ensure stable supply and rational distribution of subsidy funds,enable more potential enterprises to access government support,and continuously advance the construction of leader-guided industrial ecosystems;second,they should develop diversified financing channels and support systems to guide social capital toward manufacturing enterprises with promising prospects and accelerate the cultivation of chain leaders;and third,they should leverage the driving role of industrial chain leaders by encouraging them to disseminate advanced technologies and management experience to upstream and downstream enterprises,thereby enhancing innovation capabilities,management levels,and overall development environment optimization across the entire industry chain,and laying a solid foundation for the security governance of industrial and supply chains and the high-quality development of industrial chains.
