摘要
加强海外利益保护是新时代中国对外战略的重要任务。社会组织作为独立于国家与市场之外的第三部门,在维护国家海外利益方面具有重大角色价值与空间潜力。研究发现,社会组织国际化与海外利益保护具有特殊联结:社会组织在国际化过程中形成丰富的跨国资源网络及广泛的基层触角,为其参与国家海外利益保护提供了巨大作用空间;同时,在不同发展阶段,社会组织的海外保护能力和效果与其国际化演进及发展态势高度相关,并在参与方式、过程、领域、手段、能力等方面显示出多重特征。然而,当前也存在相关政策缺位、资金资源不足、协同机制缺失等因素制约。中国亟须在汲取国外非政府组织国际化成功经验的基础上,结合自身独特文化与价值,进一步优化国际化路径,尤其是在制度保障、机制融合、跨界合作、能力提升等方面创新发展,推动社会组织“走出去”,增强其海外利益保护能力与实效,实现海外利益保护可持续性发展。
Strengthening the protection of overseas interests is an important task in China s foreign strategy in the new era.As the‘third sector’independent of the state and market,social organizations hold significant value and potential in safeguarding national overseas interests.Research reveals a unique nexus between the internationalization of social organizations and the protection of overseas interests.The extensive transnational resource networks and grassroots outreach cultivated in the process of internation￣alization provide social organizations with substantial space to participate in protecting national overseas interests.The capabilities and effectiveness of social organizations in overseas protection are highly correlated with their internationalization evolution and developmental trajectory across different stages,manifesting multiple characteristics in terms of modes,processes,domains,strategies and capacities.However,there are also constraints such as the lack of relevant policies,inadequate funding and resources,and the absence of coordination mechanisms.Chinese social organizations urgently need to optimize the internationalization approach by drawing on the successful experiences of international NGOs,while integrating China s unique cultures and values.This should involve innovative developments in systems,mechanisms,cross-border cooperation and capabilities,with the aim of strengthening the overseas interest protection capabilities and effectiveness of social organizations,and achieving sustainable development in overseas interest protection.
