摘要
水文测验国际标准化工作在推进国际水利工程建设、规范测验仪器设备操作流程、提高数据采集与分析质量等方面具有基础性和引领性作用。随着全球气候变化加剧和水资源管理需求提升,水文测验技术的标准化与国际化日益受到各国重视。系统梳理了水文测验技术领域的发展现状,并深入分析了国际标准化组织ISO/TC 113和欧盟标准化委员会CEN/TC 318在水文测验领域的标准化工作进展,从政治、经济、技术等多角度探讨其发展目标和对应的商业发展策略。从人力资源与资金、会议成本与通信、专家流失与标准制定周期延误等方面指出商业计划实施的制约因素,进而影响全球水文测验技术的协同发展。研究建议我国应加快水文测验国际标准化的发展策略研究,培养国际标准化复合型人才,积极寻求高效、紧密的国际合作伙伴关系,推动全球水文测验技术、服务和标准的友好交流,助力中国水文标准国际化,推动发展水利新质生产力。
Hydrological testing international standardization plays a fundamental and leading role in promoting international water conservancy project construction,standardizing the operation procedures of testing instruments and equipment,and improving the quality of data collection and analysis.With the intensification of global climate change and the improvement of water resources management needs,the standardization and internationalization of hydrological testing technologies have increasingly gained attention from various countries.This paper systematically combs the development status in the field of hydrological testing technologies,deeply analyzes the progress of standardization work in the hydrological testing field by ISO/TC 113 and CEN/TC 318,and discusses their development goals and corresponding business development strategies from multiple perspectives such as politics,economy,and technology.It points out the constraints on the implementation of business plans from aspects such as human resources and funds,meeting costs and communication,expert drain,and delays in standard-setting cycles,which in turn affect the collaborative development of global hydrological testing technologies.The study suggests that China should accelerate the research on development strategies for the international standardization of hydrological testing,cultivate international standardization compound talents,actively seek efficient and close international partnership,promote friendly exchanges of global hydrological testing technologies,services,and standards,help internationalize China’s hydrological standards,boost the development of new quality productive forces in water conservancy.
