摘要
目的掌握云南省基层疾控机构卫生应急队伍先遣队建设情况,为完善基层卫生应急队伍建设提供参考。方法采用自制问卷对云南省16个州(市)、129个县(市、区)级疾控中心进行调查。使用SPSS 28.0软件导入问卷数据并进行分析,使用MapInfo软件绘制统计地图。结果云南省56.25%的州(市)级、25.58%的县(市、区)级疾控中心建成先遣队;队伍专业设置包括卫生应急管理、流行病学调查、环境消杀/病媒控制、实验室检测、后勤保障;县(市、区)级队伍在心理健康、健康教育、实验室检测专业的队员配比率未达到100%。部分州(市)和县(市、区)已建设的队伍在队员人数、专业设置、装备配备、培训演练、现场工作能力、自我保障能力等方面基本达到要求,差异无统计学意义(均P>0.05),但部分队伍存在队员人数不足、队伍装备配备不完善、培训演练开展不到位、现场工作能力不全面的问题。结论云南省各级疾控机构应加强卫生应急队伍先遣队建设,完善人员、装备配置,队伍加强培训演练,提升队伍卫生应急处置能力。
Objective To master the construction of advance detachment of health emergency team in grass-roots disease control institutions in Yunnan province,and provide reference for improving the construction of grass-roots health emergency team.Methods A questionnaire survey was conducted in centers for Disease Control and Prevention in 129 counties(cities,districts)and 16 Autonomous prefectures(cities)of Yunnan Province.Results In Yunnan province,56.25%Autonomous prefectures(cities)level centers for Disease control and 25.58%percent of county(city,district)level centers for disease control have set up advance detachment.The professional setting of the team included health emergency management,epidemiological investigation,environmental elimination/vector control,laboratory testing,logistics support;County(city,district)level teams in mental health,health education,laboratory testing professional player allocation ratio did not reach 100%.The teams built in some Autonomous prefectures(cities)and counties(cities,districts)basically meet the requirements in terms of the number of players,professional settings,equipment setting,training exercises,field work ability,self-support ability,the difference was not statistically significant(all P>0.05),but some teams have shortage in number of stuff,equipment,training and exercises and field work ability.Conclusion Disease control institutions at all levels in Yunnan Province should strengthen the construction of advance detachment of health emergency teams,improve the allocation of personnel and equipment,strengthen training and drills of the teams,and enhance the health emergency response capabilities.
