摘要
拉美地区在全球关键矿产领域占据着极为重要的地位。关键矿产作为清洁能源技术的核心材料,其市场需求伴随能源转型进程加深而迅速攀升。中国与拉美各国矿业开发合作起步较晚,但是发展迅速。中拉关键矿产合作通过资源禀赋互补、产业链协同升级、市场供需匹配的三维结构,为双方突破发展瓶颈提供现实路径。中拉关键矿产合作仍面临地缘政治因素、资源民族主义和环境保护标准提升等多重风险交织的复杂局面。建议顶层规划先行,明确合作的重点领域和项目;深化投资与技术合作,实现全产业链嵌入;积极应对地缘风险,建立关键矿产供应链风险预警与响应机制;深化多边机制协同,构建全球南方矿产治理新范式。
Latin America holds a strategically vital and dominant position in the global critical mineral sector.As the core materials for clean energy technologies,critical minerals have seen a rapid increase in market demand as the process of energy transition deepens.Although China's mining development cooperation with Latin American countries started relatively late,it has developed rapidly.The China-Latin America critical minerals collaboration,through a trilateral synergy of resource endowment complementarity,industrial chain co-evolution,and supply-demand market alignment,provides a practical pathway for both sides to overcome development btlenecks.However,the cooperation remains entangled in a complex landscape of intertwined risks,including geopoltical tensions,resource nationalism,and the elevation of environment protection standards.To address these challenges,the paper proposes that the cooperation should prioritize top-level strategic planning by clarifying priority sectors and collaborative projects firstly,deepen investment and technological partmerships to achieve full integration across industrial chains secondly,proactively mitigate geopoltical risks by establishing early warning and response mechanisms for critical mineral supply chains thirdly,and strengthen multilateral coordination to forge a new paradigm for mineral governance among Global South nations finally.
