摘要
作为整体国际话语权建构的重要内容,生态文明话语权不仅仅是中国整体国际话语权在生态文明建设方面的折射与表现,而且其本身就是内涵丰富的政治文化现象。从学理上讲,生态文明话语权不但是生态政治学科论域下的关键论题,而且是一个动态的综合力量系统。知识生产、话语建构与价值引领构成了中国生态文明话语权的三维向度与规范性框架,要使用自身的知识体系对生态环境问题进行框定。具体而言,知识生产是中国生态文明话语权的合法性来源;经过话语的进一步加工、塑造与赋权,完善的话语体系构成了中国生态文明话语权的竞争力来源,生态文明话语内蕴着正义、和谐、团结的价值观念与崇高情怀,将赢得其他国家与民众发自内心的认同;价值引领是生态文明话语权的感召力来源。这三者是层层递进的关系,合理谋划知识生产、话语建构与价值引领,可以在生态文明话语权争夺中实现“有理”“声高”与“共情”的兼得。
As an important component of the overall construction of international discourse power,China’s ecological civilization discourse power is not only a manifestation of this broader power in the realm of ecological civilization construction,but also a politically and culturally rich phenomenon in itself.From an academic perspective,China’s ecological civilization discourse power is a key issue within the field of Ecological Politics,representing an integrated system of forces.Knowledge production,discourse construction,and value guidance form the three-dimensional framework of China’s ecological civilization discourse power.First,ecological and environmental issues must be defined using China’s own knowledge system,with knowledge production serving as the source of legitimacy for discourse power.Second,through further processing,shaping,and empowering of discourse,a well-developed discourse system becomes the source of competitiveness for discourse power.Finally,the ecological civilization discourse embodies values such as justice,harmony,and unity,as well as noble aspirations,which will win the heartfelt recognition of other countries and peoples.Value guidance,therefore,is the source of discourse power’s persuasive force.These three elements form a progressively advancing relationship.A well-planned approach to these three elements can achieve a balance of“rationality,”“amplified voice,”and“empathy”in the competition for discourse power.
