摘要
为推行临床科室综合目标管理责任制,进一步优化绩效管理模式,文章通过分析国家三级公立医院绩效考核指标,结合三级公立医院绩效考核下的临床科室综合目标管理方案,总结了综合目标管理方案的实施要点。研究结果表明,在国家三级公立医院绩效考核的背景下,临床科室综合目标管理应涵盖目标金额、月度绩效考核指标、年度绩效考核指标、执行主体与计算规则等方面。文章中体现了国务院办公厅《关于加强三级公立医院绩效考核工作的意见》和国家卫生健康委办公厅印发的《国家三级公立医院绩效考核操作手册(2023年版)》的相关内容,为国家三级公立医院绩效考核实践提供参考。
In order to promote the comprehensive objective management responsibility system of clinical departments and further optimize the performance management mode,this article analyzes the performance evaluation indicators of national tertiary public hospitals and integrates a comprehensive objective management plan of clinical departments under the performance evaluation of tertiary public hospitals.It also summarizes the key implementation points of the comprehensive goal management plan.The study results indicate that,against the backdrop of the performance evaluation of national tertiary public hospitals,the comprehensive objective management of clinical departments should cover aspects such as target amounts,monthly performance evaluation indicators,annual performance evaluation indicators,the executing entities,and calculation rules.The article reflects the relevant content of the General Office of the State Council's"Opinions of the General Office of the State Council on Strengthening the Performance Evaluation of Tertiary Public Hospitals"and the"National Tertiary Public Hospital Performance Evaluation Operation Manual(2023 version)"issued by the General Office of the National Health Commission,providing reference for the performance evaluation practice of national tertiary public hospitals.
