摘要
由于城乡二元体制等多方面原因,中国城中村的发展普遍存在空间布局无序、土地利用效率低、社会冲突频发、外来人口管理混乱、公共基础设施落后、环境卫生差等问题,而大多以“现代城市”为范本的城中村改造在取得成效的同时也造成了文化、利益等多方面的冲突。宁波市湾底村以“都市乡村”发展模式实现了与现代城市的融合发展,本文运用共生理论的分析框架,探索了这种模式的生成机理:以村城空间融合赋能共生单元,以村城治理融合和要素融合重塑共生环境,以村城产业融合和生态融合促进共生环境升级,最终推动对称互惠的村城融合型都市乡村发展模式形成,并以此赋能都市乡村和城市高质量发展。这种模式不仅有效破解了城中村问题,让广大农民更好地分享现代化成果,也为现代城市的发展提供了自然生态、传统文化、休闲空间等健康要素。
Due to the dual urban-rural system and other factors,the development of China's urban villages is typically marked by disordered spatial layouts,inefficient land use,frequent social conflicts,poorly managed migrant populations,outdated public infrastructures,and poor environmental hygiene.Moreover,many urban village transformations based on the"modern city"model,while achieving certain successes,have also led to cultural and interest-based conflicts.This paper explores the generative logic of the"urban village"development model of Wandi Village in Ningbo,which has realized its integration with the modern city within the analytical framework of symbiosis theory:empowering the symbiotic unit by integrating village and city spaces,reshaping symbiotic environment by harmonizing governance and resources between village and city,and upgrading the symbiotic environment through the integration of village-city industries and ecological fusion.Ultimately,this model promotes the symmetrical and reciprocal development of urban villages and cities.It not only effectively addresses the challenges of urban villages,allowing farmers to better share the benefits of modernization,but also introduces essential elements such as natural ecology,traditional culture,and leisure spaces for the sustainable development of modern cities.
