摘要
报汛是在汛期系统性地搜集并发布各地已发生或正在发生的水情信息的工作。构建并完善报汛机制,对于解决淮患问题具有关键作用,同时也是巩固新生人民政权的重要策略。中华人民共和国成立之初,中央政府着手规划全国报汛体系,初步纾解了淮河流域报汛之困局。但受限于历史遗留问题与现实复杂性,报汛工作一度游离于地方实际需求之外。及至治淮委员会成立,其担负起统一淮河流域报汛权责的重任,运用多种手段确保水情信息搜集与传递兼具时效性与精确性。淮河流域的报汛工作渐由被动变为主动,民众生命财产安全得到有效捍卫。中央与地方在淮河流域报汛工作上的精心筹谋与实践,不仅是对抗自然灾害的及时因应,更是其立足长远,发展和巩固社会主义制度的反映。
Flood reporting is the work on systematic collection and release of water situation information that has occurred or is currently occurring in various regions during the flood season.Establishing and im-proving the flood reporting mechanism plays a crucial role in solving the Huai River problem and is also an important strategy for consolidating the newly established people's political power.However,due to historical legacy issues and the complexity of reality,flood reporting work was once detached from local actual needs.When the Huai River Control Committee was established,it took on the responsibility of uni-fying the flood reporting rights and responsibilities in the Huai River basin,using various means to ensure that the collection and transmission of water information were both timely and accurate.The flood report-ing work in the Huai River basin has gradually shifted from passive to active,effectively safeguarding the safety of people's lives and property.The careful planning and practice of the central and local govern-ments in flood reporting in the Huai River basin is not only an immediate response to natural disasters,but also a reflection of their long-term commitment to developing and consolidating the socialist system.
