摘要
全过程人民民主是共同富裕的动力来源与制度支撑,是解决发展不平衡不充分问题的人民民主。全过程人民民主赋能共同富裕的作用机理在于:通过全民参与和集体致富的携手共进实现共建富裕,通过民主分配和利益均衡的深度契合实现共享富裕,通过全局民主和全面发展的良性互动实现全面富裕,通过民主政治和民生关切的相向而行实现稳态富裕。面对实现共同富裕的目标任务,需要全面展现人民民主支撑社会治理共同体建设的作用、全面释放农村基层民主助力农民农村共同富裕的效能、全面探索协商民主促进基本公共服务均等化的路径、全面挖掘数字民主增强发展机会权利均衡性的潜力,以推进全过程人民民主紧紧围绕实现共同富裕而深化。
Whole-process people’s democracy serves as both the driving force and institutional foundation for common prosperity,embodying a form of people’s democracy that addresses the challenges of unbalanced and inadequate development.The mechanism by which whole-process people’s democracy empowers common prosperity operates through:co-construction of prosperity via broad-based participation and collective enrichment,shared prosperity through democratic distribution and interest equilibrium,comprehensive prosperity facilitated by the virtuous interaction between holistic democracy and all-round development,and stable prosperity achieved through the synergy of democratic governance and public well-being.In pursuit of the goal of common prosperity,it is essential to fully leverage the role of people’s democracy in supporting the construction of a community of social governance,fully maximize the effectiveness of grassroots rural democracy in advancing rural and agricultural prosperity,fully explore pathways through consultative democracy to promote the equalization of basic public services,and fully harness the potential of digital democracy to enhance the equitable distribution of development opportunities,so as to deepen whole-process people’s democracy in alignment with the overarching objective of realizing common prosperity.
