摘要
从理论逻辑看,风险规避和合作收益催生了新型农村集体经济发展;从实践逻辑看,随着现代农业及市场的发展,农民加入合作组织,建立合作的新型农村集体经济组织成为历史必然和现实使然。但是,对于新型农村集体经济的发展路径选择及其运行机制构建还存在争议和困惑,发展壮大新型农村集体经济还存在可用资源不足、经营管理人才短缺和发展思路不清等方面难题。对此,广东各地积极探索,提供了有益的可借鉴的经验。
Based on the perspectives of cooperative benefits and risk avoidance,farmers are prompted to move towards cooperation,giving rise to the development of a new type of rural collective economy.From a historical and practical perspective,with the development of modern agriculture and markets,it has become inevitable and practical for farmers to join cooperative organizations and establish new types of rural collective economic organizations for cooperation.However,there are still“controversies”and“confusions”regarding the choice of the development path of the new rural collective economy and the construction of its operating mechanism.There are also difficulties in developing and strengthening the new rural collective economy,such as insufficient available resources,shortage of business management talents,and unclear development ideas.In this regard,various regions in Guangdong have actively explored and provided useful experiences for reference.
