摘要
新时代全面深化改革围绕总目标,党中央专设中央全面深化改革领导小组(委员会)作为前线指挥部,进行顶层设计、总体布局、掌握议程,注重改革系统性、整体性和协同性,以经济体制改革为重点,牵引其他领域改革,探索生态文明制度体系,推动社会体制和司法体制改革,规范政府、市场与社会关系。在全面深化改革过程中,民主法制领域依法授权重大改革试点,为其提供法律依据,文化体制改革协同推进。党的领导是全面深化改革的政治保证,并在全面深化改革中深化党的建设制度改革和纪律检查体制改革,以党的自我革命引领社会革命。
In the new era,comprehensively deepening reform revolves around the overall goal.The Central Committee of the CPC established the Central Leading Group(Commission)for Comprehensively Deepening Reform as the front-line command headquarters to conduct top-level design,formulate overall plans,and steer the agenda.Emphasis is placed on the systematic,holistic,and synergistic nature of reforms.Prioritizing economic system reform,it drives reforms in other fields,explores institutional frameworks for ecological civilization,advances reforms in social and judicial systems,and regulates the relationships among the government,market,and society.During this process,major reform pilot programs in the democratic and legal domains are legally authorized to ensure compliance with the law,while cultural system reforms are coordinated in tandem.The Party's leadership serves as the political guarantee for comprehensively deepening reform.Throughout the reform process,the Party has also deepened institutional reforms in Party building and discipline inspection systems,using its self-revolution to guide broader social transformation.
