摘要
在我国反腐败斗争取得压倒性胜利并全面巩固的时代背景下,培育廉洁政治土壤,打造“清廉中国”成为腐败治理的远景目标。引入多学科视角,创新腐败治理手段,从源头预防腐败,实现对腐败的综合性、系统性治理,不仅是应对新型腐败与隐性腐败的必然选择,更是我国在反腐败斗争新形势下采取的新举措。腐败具有传染性,免疫学视角认为腐败传染影响组织环境以及组织内个体行为选择逻辑。从宏观层面来看,个体与组织环境间存在着以腐败传染为媒介的双向循环互动关系:个体的腐败行为经由腐败传染,在组织内部扩散,给组织环境带来负面影响,这种环境又为腐败的进一步扩散提供场域,最终干扰了组织中的个体作出正向行为选择;从微观层面来看,组织中的个体行为选择、以人情为纽带形成的非正式组织、组织权威偏移、排优机制等因素与腐败的生成息息相关。为了有效阻隔腐败的传染与扩散,应从提升个体腐败免疫力、引导非正式组织、加强一把手监督、加强廉洁教育等方面着手,构建清廉的组织环境,发挥环境对个体行为选择的积极形塑作用,进而巩固反腐败胜利成果,助力打赢反腐败斗争攻坚战持久战。
Under the background of the overwhelming victory and comprehensive consolidation of China's anti-corruption struggle,cultivating clean political soil and creating"clean China"has become the long-term goal of corruption governance.Introducing a multidisciplinary perspective,innovating corruption management methods,preventing corruption from the source,and realizing comprehensive and systematic governance of corruption are not only the inevitable choice to deal with new types of corruption and hidden corruption,but also a new measure taken by China in the new situation of anti-corruption struggle.Corruption is contagious,and from the perspective of immunology,corruption infection affects the organizational environment and the behavior choice logic of individuals within the organization.From the macro level,there is a two-way circular interaction between individuals and organizational environment with corruption infection as the medium:individual corruption behaviors spread through corruption and within the organization,bringing negative impacts to the organizational environment,which in turn provides a field for further spread of corruption and ultimately interferes with the positive behavior choices of individuals in the organization.From the micro level,the factors such as individual behavior choice,informal organization formed by human relations,organizational authority deviation and scheduling mechanism are closely related to the formation of corruption.In order to effectively prevent the infection and spread of corruption,we should enhance individual immunity to corruption,guide informal organizations,strengthen the supervision of the leaders and integrity education,so as to build a clean organizational environment,shape the choice of individual behavior in the positive direction,and consolidate the victory of anti-corruption and help win the long-term war against corruption.
