摘要
中国政府与国际竹藤组织联合发布了《“以竹代塑”全球行动计划(2023—2030)》,旨在落实全球发展高层对话会的成果。“以竹代塑”行动计划的提出是解决全球塑料污染问题的现实需求,也是践行人类命运共同体理念的具体举措。目前,实施“以竹代塑”行动计划仍面临诸多现实任务与挑战,需要从全球环境治理共同体的角度出发,统筹推进竹产业体系建设、竹产业人才培养、竹产业技术创新,并加强全球合作,进一步推动“以竹代塑”行动计划取得实效,从而有效治理全球塑料污染。
In order to implement the outcome of the Global Development High Level Dialogue on“Replacing Plastic with Bam-boo”,the Chinese government and the International Bamboo and Rattan Organization jointly released the“Global Action Plan for Re-placing Plastic with Bamboo(2023-2030)”.The proposal of“Replacing Plastic with Bamboo”initiative is a practical requirement for the serious global plastic pollution and a concrete measure to practice the concept of a community with a shared future for man-kind.Currently,the promotion of“Replacing Plastic with Bamboo”action faces practical tasks and challenges.It is necessary to promote the development of the bamboo industry system,talent cultivation,technological innovation,and global cooperation from the perspective of the global environmental governance community,in order to promote the effectiveness of“Replacing Plastic with Bam-boo”action and to control global plastic pollution.
