摘要
化解农村基层矛盾纠纷是农村基层治理的重要任务,也是实现乡村振兴的必由之路。然而,当前农村基层社区在处理疑难杂症时仍存在不足,难以有效、精准地化解矛盾纠纷。衡南县的屋场恳谈会提供了一种有效的矛盾纠纷化解机制,契合了农村纠纷治理的逻辑重心,为协调利益关系、化解社会矛盾、建立良好乡村秩序提供了有益经验和可行路径。因此,推进农村基层纠纷治理现代化,需采用契合乡村社会逻辑的治理方式,结合“嵌入”与“自主”两个维度,整合身份嵌入、价值嵌入、制度嵌入三种路径,构建情感联结、责任唤醒、多维互动三种机制,为乡村社会共同体意识的形成创造条件,从而实现农民自主治理。
Resolving conflicts and disputes at the grassroots level in rural areas is an important task of rural grassroots govern-ance,and it is also a necessary path to achieve rural revitalization and good governance.However,rural grassroots communities still face difficulties in adapting to difficult and complex governance scenarios,leading to an awkward situation where conflicts and dis-putes at the grassroots level in rural areas cannot be effectively and accurately resolved.The mechanism for resolving conflicts and disputes contained in the Hengnan County grassroots forum is well aligned with the logical focus of rural dispute governance,provi-ding experience and practical paths for coordinating the interests of rural society,resolving social conflicts,and establishing and maintaining a good rural social order.To promote the modernization of grassroots dispute governance in rural areas,it is necessary to use governance methods that are in line with the operational logic of rural social fields,combining the two dimensions of“embed-ding”and“autonomy”,that is,integrating the three paths of identity embedding,value embedding,and system embedding,and constructing three mechanisms of emotional connection,responsibility awakening,and multi-dimensional interaction.This creates opportunities for the shaping and cohesion of rural social community awareness,and realizes the autonomous governance of villagers.
