摘要
全面理解绿色低碳转型的经济后果,厘清其对就业市场的影响方式和途径,对于确保绿色政策有效实施、促进经济高质量发展至关重要。本文基于2007年至2019年285个地级市的面板数据,以低碳城市试点政策为准自然实验,使用渐进双重差分法和空间杜宾模型,探讨了低碳城市试点政策对试点城市及周边城市就业水平的影响。研究发现:第一,对试点城市而言,低碳城市试点政策的实施显著提升了本地城市的就业,且主要影响的是试点城市的高质量就业;第二,试点政策具有虹吸效应,即存在空间维度上的负面溢出效应,会降低试点地区周边城市的就业,并且虹吸效应存在时间维度和空间维度上的异质性;第三,进一步的机制分析表明,低碳城市试点政策主要通过提升城市创新能力和加大政府投资促进城市就业。本文从就业维度丰富了低碳城市试点政策的经济后果研究,为国家在更广范围内推广低碳城市试点政策提供了重要的决策参考,有助于实现经济发展与环境保护的双赢。
A comprehensive understanding of the economic consequences of a green and low-carbon transition and clarification of the ways and means of its impact on the employment market are crucial to ensuring the effective implementation of green policies and promoting high-quality economic development.Based on panel data of 285 prefecture-level cities from 2007 to 2019,this paper explores the impact of the low-carbon city pilot policy on the employment level in the pilot city and neighboring cities using the asymptotic DID method and spatial Durbin model as a quasi-natural experiment.The study finds that,first,for the pilot cities,the implementation of the low-carbon city pilot policy significantly boosted employment in the local cities,and that the main impact was on high-quality employment in the pilot cities.Second,the pilot policy has a siphoning effect.That is,there is a negative spillover effect in the spatial dimension,which reduces employment in the neighboring cities of the pilot area,and there is heterogeneity in the siphoning effect in both the temporal and spatial dimensions.Third,further mechanistic analyses show that low-carbon city pilot policy promotes urban employment primarily by enhancing urban innovation capacity and increasing government investment.This paper enriches the research on the economic consequences of the low-carbon city pilot policy from the dimension of employment,which provides an important decision-making reference for the state to promote the low-carbon city pilot policy in a wider scope,and helps to realize the win-win situation of economic development and environmental protection.
