科技中介与产学研合作创新发展——基于中国城市面板数据的经验研究

The Development of Science&Technology Intermediaries and Industry-University-Research Collaborative Innovation:An Empirical Study Based on Chinese Urban Panel Data

摘要 引导市场力量推进产学研深度融合,是深化科技体制改革的重要方向。文章聚焦市场型科技中介,基于2006—2022年中国城市面板数据,探究科技中介对产学研合作创新数量和质量的影响。研究发现,科技中介能够显著推动产学研合作创新的数量增加和质量提升。机制检验表明,促成本地专利交易和跨区域专利交易是科技中介推动产学研合作创新发展的有效渠道;知识产权行政保护并不能有效促进产学研合作创新的数量增加,但对质量提升的作用具有统计显著性。异质性分析显示,科技中介对产学研本地合作创新发展的影响明显强于跨区域合作创新发展,科技中介仅能显著促进科教资源丰富、跨区域获取科技中介服务强度较小城市的产学研合作创新发展。进一步分析表明,数字经济仅在科技中介推动产学研本地合作创新发展过程中具有正向调节效应。 Guiding market forces to deepen the industry-university-research integration is an important direction of deepening science and technology system reform.The article focuses on market-type science&technology intermediaries,and explores the impact of science&technology intermediaries on the quantity and quality of industry-university-research collaborative innovation based on Chinese urban panel data from 2006 to 2022.The study finds that science&technology intermediaries can significantly promote the increase in the quantity of industry-university-research collaborative innovation and the improvement of its quality.The mechanism test shows that promoting local patent transaction and cross-regional patent transaction is an effective channel for science&technology intermediary to promote the innovation and development of industry-university-research cooperation;Administrative protection of intellectual property rights cannot effectively stimulate the increase of the quantity of industry-university-research collaborative innovation,but it has a statistically significant effect on the improvement of quality.Heterogeneity analysis shows that the influence of science&technology intermediary on the development of local industry-university-research cooperation innovation is significantly stronger than that of cross-regional industry-university-research cooperation innovation,and science&technology intermediary can only significantly promote the development of industry-university-research cooperation innovation in cities with rich science and education resources and small cross-regional access to science&technology intermediary services.Further analysis shows that digital economy has a positive regulating effect only in the process of science&technology intermediary promoting the innovation and development of industry-university-research local cooperation.
