构建防灾减灾大应急科普模式探讨——以天津市为例 被引量:3

摘要 基于天津市气象、应急、科技、地震等15个部门打造“应急之星”防灾减灾科普教育品牌的实践,探讨构建防灾减灾科普大协同模式,以提升气象防灾减灾科普宣传能力。通过对天津市主要灾害性天气及其影响的分析,结合天津市防灾减灾科普工作的现状、问题与发展趋势的研究,提出针对性的科普宣传策略。结果表明,通过构建“大应急科普”模式、搭建跨领域“破壁”合作联动平台、推进科普宣传社会化发展、建立以预警为先导的科普宣传联动机制等具体举措,能够有效提升科普宣传的针对性、拓宽覆盖领域、检验具体成效、扩大影响力,从而促进提升防灾减灾大应急科普模式的效能。 Based on the practice of 15 departments of Tianjin meteorology,emergency management,science and technology,earthquake and other departments to build the“Emergency Star”disaster prevention and mitigation science education brand,this paper discusses the construction of a large synergistic model of disaster prevention and mitigation science popularisation with the purpose of improving the ability of meteorological disaster prevention and mitigation science popularisation.By analysing the major catastrophic weather in Tianjin and its impacts,and combining with the study of the current situation,problems and development trend of disaster prevention and mitigation science popularization in Tianjin,a targeted science popularization strategy is proposed.The results show that specific measures such as constructing a“big emergency science popularisation”model,building a cross-field“wall-breaking”cooperation and linkage platform,promoting the social development of science popularisation,and establishing an early-warning-led science popularisation linkage mechanism.It can effectively enhance the relevance of popular science propaganda,broaden its coverage,test its effectiveness and expand its influence,thus promoting the effectiveness in disaster prevention and mitigation.
