基于SMAA-2方法的安徽省物流新质生产力评估研究

摘要 随着物流行业的快速发展,物流新质生产力的评估已成为推动区域物流发展的关键因素之一。在构建物流新质生产力评价指标体系的基础上,采用SMAA-2方法对安徽省物流新质生产力水平进行了评估。SMAA-2方法通过对权重样本空间的随机抽样,有效解决了传统方法中指标权重获取困难的问题,并且相较于主观赋权法和客观赋权法,能够获得更加鲁棒的评估结果。实证结果表明,合肥市在物流新质生产力评估中占据绝对优势,排名第一的概率高达96.38%;芜湖市紧随其后,排名第二的概率为91.06%;而黄山市排名最后,显示出明显的短板。通过占优概率分析,进一步揭示了各城市之间的竞争关系,发现合肥市在绝大多数城市中拥有较高的占优概率,而铜陵市和黄山市的占优概率较低。基于评估结果,提出了针对性的政策建议,旨在推动安徽省物流新质生产力的整体提升。研究结果表明,SMAA-2方法在评估物流新质生产力方面具有较高的稳定性和可靠性,为区域物流发展提供了科学的决策支持。 With the rapid development of the logistics industry,the evaluation of new quality productive forces of logistics has become a key factor in promoting regional logistics advancement.This study constructs an indicator system for new quality productive forces of logistics and applies the Stochastic Multicriteria Acceptability Analysis-2(SMAA-2)method to assess the productivity levels in the logistics sectors across cities in Anhui Province.The SMAA-2 method,through random sampling of the weight space,effectively addresses the challenges of weight determination in in traditional evaluation approaches.Compared with subjective or objective weighting approaches,it provides more robust and reliable evaluation results.Empirical findings show that Hefei holds a substantial advantage,with a 96.38%probability of ranking first,followed closely by Wuhu with a 91.06%probability of ranking second,and Huangshan ranks last indicating apparent shortcomings in its logistics.The dominance probability analysis further indicates the competitiveness among cities as follows:Hefei demonstrates highest dominance probabilities whereas Tongling and Huangshan have relative lower ones.Based on the evaluation results,the targeted policy recommendations are put forward to promote Anhui’s overall enhancement of logistics productivity.The study demonstrates that he SMAA-2 method offers high stability and reliability in evaluating logistics productive forces,providing scientific support for regional logistics decision-making.
