摘要
公安执法监督智慧化建设是智慧公安建设的重要组成部分,旨在应用大数据、云计算、物联网、人工智能等现代信息技术,通过对执法数据的全要素记录、智能化识别与实时预警,推动执法监督方式由事后检查向全过程、动态化监督转变,提升公安机关执法监督效能。当前,公安执法监督在一些方面仍无法与智慧公安模式相契合,面临着一些困境,例如传统监督意识固化、管理体制障碍、技术壁垒与专业人才缺失等。在智慧公安背景下,公安机关需要通过更新现代化监督理念,构建跨部门协同监督工作机制,完善扁平化监督管理模式、完善监督技术体系,强化人才能力支撑等路径,着力实现公安执法监督与智慧公安的深度融合,从而更好地促进公安执法监督智慧化建设,助力公安工作高质量发展。
The intelligent supervision of public security law enforcement supervision is a vital component of the broader Smart Policing initiative.It aims to leverage modern information technologies such as big data,cloud computing,Internet of Things,and artificial intelligence to enable comprehensive recording,intelligent recognition,and real-time warning of law enforcement data.This transformation shifts the focus of supervision from post-incident review to full-process,dynamic oversight,thereby enhancing the effectiveness of public security law enforcement supervision.Currently,certain aspects of law enforcement supervision remain misaligned with the smart policing model.Challenges include entrenched traditional su⁃pervision mindsets,institutional barriers,technological constraints,and a shortage of specialized personnel.In the context of smart policing,public security agencies must update their supervisory philosophies,establish cross-departmental collabora⁃tive supervision mechanisms,improve flattened supervisory management models,enhance technological support systems,and strengthen personnel training and capacity building.These measures will facilitate the deep integration of law enforce⁃ment supervision with smart policing,ultimately promoting the intelligent development of law enforcement supervision and supporting the high-quality advancement of public security work.
