摘要
新时代智慧公安建设是推进平安中国建设的应有之义,也是提升新质公安战斗力的重要路径。智慧公安建设作为一项系统性工程,以公安工作的实际需要和战略要求为导向,具有鲜明的政治性、复杂性与艰巨性。当前,智慧公安建设虽取得了较大进步,但依旧存在明显短板,即建设的主体责任不够明确、规范体系不够严密、创新动能不足、人才储备不够。对于上述短板,需要通过科学有效的路径加以改进,有必要立足实战需求,明确建设主体责任;优化规范体系,推进法治化建设;激发创新动能,打造公安科技高地;增强人才培育力度,实现“教学研练战”相统一,从而更好实现新时代智慧公安建设行稳致远的目标。
The construction of smart public security in the new era is the proper meaning of promoting the construction of safe China,and an important way to improve the combat effectiveness of new public security.As a systematic project,the construction of intelligent public security is guided by the practical needs and strategic requirements of public security work,and has distinct political,complex and arduous nature.At present,although the construction of smart public security has made great progress,there are still obvious shortcomings,namely the main responsibility of construction not clear enough,the normative system of construction is not strict enough,the innovation momentum of construction is insufficient,and the talent reserve of construction is insufficient.For the above shortcomings,it is necessary to improve them in a scien⁃tific and effective way,and it is necessary to clarify the main responsibility of the construction based on the practical needs;optimize the normative system and promote the construction of the rule of law;strengthen innovation momentum and build a highland of public security science and technology;strengthen the cultivation of talents and realize the unity of"teaching re⁃search and training",so as to better realize the steady and far-reaching construction of smart public security in the new era.
