摘要
国家能力是国家治理体系和治理能力中的重要部分,依据国家机构改革任务的侧重点,自中华人民共和国成立以来经历了三个重要阶段的发展:一是1949年至1977年围绕汲取能力建设,建立一个稳定的政治体系;二是1978年至2002年围绕国家渗透能力建设,以实现中国经济的快速发展;三是2003年至今围绕国家规制能力建设,以促进市场经济体制改革。推进国家能力建设,要以坚持党的领导为根本保证,秉持问题导向与目标导向相统一原则,促进国家能力稳健发展,推动国家机构改革长效运行,并推进法律法规体系的完备建设。
National capacity is an important part of the national governance system and governance capacity.Based on the focal points of institutional reform tasks,it has evolved through three key developmental stages since the founding of the People's Republic of China.First,from 1949 to 1977,it focused on the construction of extractive capacity to establish a stable political system.Second,from 1978 to 2002,it centered on the construction of national penetrative capacity to achieve the rapid development of China's economy.Third,from 2003 to the present,it has revolved around the construction of national regulatory capacity to promote the reform of the market economic system.In summary,to promote the construction of national capabilities,it is necessary to uphold the leadership of the Communist Party of China as the fundamental guarantee,integrate problem-oriented and goal-oriented approaches,facilitate the steady development of national capabilities,drive the long-term effective operation of the reform of state institutions,and advance the comprehensive construction of the legal and regulatory system.
