摘要
由于水土流失、水资源过度开发、管理体制等各种原因影响,洱海流域生态环境遭到破坏、水资源供需矛盾较为突出,严重制约了当地经济社会的发展。为推进洱海流域水资源可持续利用,需要加强水资源保护管理,才能满足流域经济社会发展的需求。根据流域水资源现状、水资源保护管理存在的问题,从优化配置水资源、进行水功能区划、加强生态保护与修复、加强水资源保护执法、开展水资源研究与推广5个方面提出了洱海流域水资源保护相应的对策措施,对洱海流域水环境保护、旅游业发展和水资源可持续利用具有十分重要的意义。
Due to factors such as soil erosion,excessive exploitation of water resources,and management system,the ecological environment of the Erhai Lake Basin has been damaged,and the contradiction between water supply and demand has become prominent,severely restricting the local socioeconomic development.To promote the sustainable use of water resources in the Erhai Lake Basin,it is necessary to strengthen the water resources protection and management to meet the needs of regional socioeconomic development.Based on the current status of water resources and existing issues in water resources protection and management,the corresponding countermeasures for the Erhai Lake Basin were proposed from five aspects:optimizing water resources allocation,delineating water function zones,enhancing ecological protection and restoration,strengthening law enforcement for water resources protection,and promoting water resources research and application.These measures are of great significance for the protection of water environment,the development of tourism,and the sustainable utilization of water resources in the Erhai Lake Basin.
