摘要
习近平总书记提出的“新质生产力”概念明确我国农业的未来发展方向,包含生产要素创新性转化、生产要素优化组合和生产组织创新等多层意涵。不同于自发型的农业生产力发展路径,研究提出通过跨域传递促进农业新质生产力的地区转移,推动生产力优化配置。以上海为例,其作为我国创新高地,农业生产力呈现指数级增长,并朝着绿色集约方向发展。但域内耕地减少和成本上涨,导致近年来总体生产能力和产值下滑,域内发展空间不足,使得农业生产力向域外转移。其中,苏北农场是承接上海农业生产力的重要基地,通过接受上海的多轮生产力转移,实现从传统农业到现代农业的转型,并迈向区域经济高水平合作阶段。生产力形态则体现为从传统生产力的激活与重建,到农业转型升级、先进生产力培育,再到新质生产力区域扩散的变迁。苏北农场发展新质生产力的历史经验,对我国促进生产力跨区域配置、推进农业高质量发展具有借鉴价值,域外农业发展具有广阔前景。
The concept of"new-quality productive forces"put forward by General Secretary Xi Jinping defines the future develop⁃ment direction of China's agriculture,encompassing multi-layer connotation,such as innovative transformation of production fac⁃tors,optimal combination of production factors and innovation of production organization.Unlike the spontaneous agricultural productive forces development path,this paper proposes promoting the regional transfer through cross-region transmission to opti⁃mize productive forces allocation.Take Shanghai as an example,as the innovation hub in China,its agricultural productive forces has increased exponentially and is advancing towards green and intensive development.However,the reduced arable land within the region and the rising cost have led to declining overall production capacity and output in recent years,and the insufficint devel⁃opment space within the region has caused outward transfer of agricultural productive forces.Subei farm serves as the critical base of the transfer.By accepting multiple rounds of transfer from Shanghai,it has realized the transformation from traditional agricul⁃ture to modern agriculture,and stepped into the high-level stage of regional economic cooperation.The productive forces forms manifested as changes from the activation and reconstruction of traditional productive forces,to the transformation and upgrading of agriculture,the cultivation of advanced productive forces,and the regional diffusion of new-quality productive forces.The his⁃torical experience of developing new-quality productive forces in Subei farm has reference value for promoting cross-regional allo⁃cation of productive forces and high-quality agricultural development in China,indicating broad prospects for extra-region.agricul⁃tural development.
