摘要
文章立足“双碳”目标探究政府环境治理与企业绿色发展协同机理与路径,研究结果表明:(1)政府环境治理与企业绿色发展依托悖论的时间分隔形成链条式协同机理,建立“绿色实践规范化—实践推广普及化—效果评估标准化—政策标准迭代化”的制度协同循环,将政府环境治理与企业绿色发展的多元协同与促进“双碳”目标实现的不同阶段交互适配,驱动“环境治理模式常态化—绿色发展自律提高—绿色发展初具雏形—绿色发展模式凸显”的实现过程循环螺旋式迭代升级;(2)政府环境治理与企业绿色发展依托悖论的空间(层次)分隔形成纵向融合机理,推动“双碳”目标实现“模式创造—过程组构—过程循环—目标实现”的结果循环;(3)“制度协同循环—实现过程循环—实现结果循环”的协同运转系统,构成政府环境治理与企业绿色发展协同驱动“双碳”目标实现路径的底层逻辑,通过引导模块化实现机制构建政府环境治理与企业绿色发展之间的协同驱动,形成实现“双碳”目标的过程路径和结果路径。
This article explores the collaborative mechanism and pathways between governmental environmental governance and corporate green development in the context of"dual carbon"goal.The results show that:(1)The time separation of the paradox between governmental environmental governance and corporate green development forms a chain-like collaborative mechanism,establishing an institutional collaborative cycle of"standardization of green practice-popularization of practice-standardization of effect evaluation-iteration of policy standards",and adapting to different stages of promoting the achievement of the"dual carbon"goal,driving a spiral iterative upgrade in the implementation process,which evolves from the normalization of environmental governance mode to the improvement of green development self-discipline,the initial embryonic form of green development and the eventual prominence of green development model.(2)The spatial(hierarchical)separation of the paradox between governmental environmental governance and corporate green development forms a vertical integration mechanism,promoting the achievement of the"dual carbon"goal through a cycle of"pattern creation,process organization,process cycle,and goal realization".(3)The collaborative operational system,comprising"institutional synergy cycle-implementation process cycle-implementation result cycle"underpins the logic of the implementation pathway for the"dual carbon"goal driven by the synergy between governmental environmental governance and corporate green development.By guiding a modular implementation mechanism,it constructs a collaborative drive between governmental environmental governance and corporate green development,thereby forming the process and result pathway for achieving the"dual carbon"goal.
