摘要
作为主动为政党追求权力提供知识服务以影响公共政策的研究机构,政党智库广泛存在于以欧洲国家为代表的西方政治系统之中,但尚未得到学界的足够关注。欧洲政党智库的多样性根源于政党政治的多样性,政党势力与意识形态的双重格局塑造了政党智库与政党之间的关系模式,进而塑造了政党智库的发展模式。以英国为典型案例,稳定的政党势力格局与对立的意识形态格局有利于促成政党智库与政党之间的长期合作;以德国为典型案例,稳定的政党势力格局与和谐的意识形态格局有利于促成政党智库对政党的长期依附;以法国为典型案例,流变的政党势力格局与对立的意识形态格局有利于促成政党智库与政党的短期合作。对于政党智库的研究可以在破解西方话语陷阱、把握国际战略主动等方面为政治实践提供有益启示。
As research institutions that actively provide knowledge services for political parties in their pursuit of power to influence public policy,political party think tanks are widely present in the Western political system represented by European countries,but they have not received enough attention from the academic community.The diversity of political party think tanks in Europe is rooted in the diversity of party politics,and the dual pattern of political party power and ideology shapes the relationship between political party think tanks and political parties,and then shapes the development model of political party think tanks.Taking the United Kingdom as a typical case,the stable pattern of political party power and rival pattern of ideology are conducive to promoting long-term cooperation between political party think tanks and political parties.Taking Germany as a typical case,the stable pattern of political party power and harmonious pattern of ideology are conducive to promoting the long-term dependence of political party think tanks on political parties.Taking France as a typical case,the changeable pattern of political party power and rival pattern of ideology are conducive to promoting short-term cooperation between political party think tanks and political parties.The study of political party think tanks can provide useful enlightenment for political practice in terms of breaking the trap of Western discourse and grasping the international strategic initiative.
