摘要
目的了解重庆市涪陵区2020-2022年3年来卫生行政处罚案件现状及变化趋势,为进一步做好卫生监督执法工作提供参考.方法通过国家卫生监督信息平台获取重庆市涪陵区卫生监督机构2020-2022年卫生行政处罚案件数据,用Excel建立数据库,用SPSS26.0统计软件对行政处罚案件资料进行统计描述、卡方检验、Fisher确切概率法检验.结果2020-2022年全区行政处罚案件956件,卫生行政处罚案件来源分布不同,以卫生监督检查中发现的为主,占比92.99%,差异有统计学意义(P<0.001);处罚种类主要为警告与罚款;卫生行政处罚案件专业分布不同,以传染病防治、医疗卫生、公共场所卫生为主,分别占比31.07%、27.62%、24.79%.结论卫生行政处罚案件主要来源于日常的卫生监督检查,在加强日常卫生监督检查的同时,需拓宽案件来源渠道;行政处罚种类集中在警告、罚款;行政处罚专业主要分布在传染病防治、医疗卫生、公共场所卫生三个领域,其他卫生领域监督仍需加强.
Objective To understand the current status and trends of health administrative penalty in Fuling District of Chongqing in the past three years from 2020 to 2022,and to provide a reference for further improving health supervision and law enforcement.Methods The data of health administrative punishment cases in Fuling District of Chongqing from 2020 to 2022 were obtained through the China National Health Inspection Information Platform.Excel was used to establish database,and SPSS26.0 statistical software was used for statistical description,Chi-square test and Fisher-Freeman-Halton test.Results From 2020 to 2022,there were 956 cases of health administrative penalty.The source distribution of health administrative penalty cases wasdifferent,and the main way was found in health supervision and inspection,accounting for 92.99%.the difference was statistically significant(P<0.001);The main types of health administrative penalty are warning and fine;The distribution of health administrative penalty cases was different,with the prevention and treatment of infectious diseases,medical treatment and public health,and public places sanitary accounting for 31.07%,27.62%and 24.79%respectively.Conclusion Health administrative penalty cases mainly come from daily health inspection.While strengthening daily health inspection,it is necessary to broaden the source channels of cases;The types of health administrative penalty concentrate on warning and fine;The specialties of health administrative penalty are mainly distributed in the prevention and treatment of infectious diseases,medical treatment and public health,and public places sanitary.Supervision in other health care areas still needs to be strengthened.
